The status quo in development evaluation is not good enough. While evaluation is relatively strong in North America and Europe, in other parts of the world, it is quite weak. If evaluation is to blossom in the South (Africa, Asia, Latin America), evaluation research cannot remain the preserve of northern-based institutions with northern values.
