Philanthropic giving and government support flow to quite different parts of the non-profit sector. While government funding flows mostly to support of basic human needs, philanthropic funding flows more heavily to expressive activities that provide avenues for the expression of cultural, spiritual, professional, or political interests and beliefs. Thus, replacing government funding with private philanthropy would change not just the quantity but also the composition of non-profit support.
