The Trust for Civil Society in Central and Eastern Europe emerged at the end of the 1990s as a joint initiative of six donors with substantial track records of grantmaking in the region. Its remit: to strengthen civil society. As time went on, the key concepts of civil society and sustainability, understood broadly by the founding donors, became more narrowly interpreted in terms of NGOs and infrastructure. It also became clear that this approach was inadequate to create flourishing local civil societies in the Trust countries.
