Fiscal reform alone not enough to produce stronger Mexican civil society sector

A favourable tax framework is a necessary but insufficient means to strengthen organized civil society in Mexico, according to the country’s Project on Philanthropy and Civil Society (PFSC). The study, which is being carried out by the Instituto Tecnológico Autónomo de México (Autonomous Technology Institute of Mexico), also finds that organizations perceive the tax framework as excessively burdensome, and have a limited understanding of it and limited administrative capacity to meet its requirements.
